INDIANAPOLIS (AP) - The Indiana House has approved a bill that would set a 30 mph speed limit for mo-ped users on the state's roadways.

The measure approved Monday on a 75-18 vote now heads to the Indiana Senate. The bill also calls for mo-ped operators to drive on the right-hand side of the road, except when preparing to make a left hand turn, and to register the vehicles with the state Bureau of Motor Vehicles.

Republican state Rep. Tim Neese of Elkhart has pushed for limits on mo-ped speeds. He tells The Elkhart Truth (http://bit.ly/WbKKl4 ) that many accidents in Elkhart County involve mo-peds.

He says this year is the third time in the last six years the issue has come before lawmakers.

Just like traditional liability insurance requirements, scooter insurance regulations and requirements vary by state. Insurance amounts, whether required or not, will be determined by the size of your scooter's engine. Some states have lower cc cap numbers, but in general scooters with engines smaller than 50 cc are classified as mopeds, requiring, if at all, limited coverage amounts. If the engines are 50 cc or larger, they will be classified motorcycles, necessitating motorcycle insurance.
Not every insurance company offers scooter insurance. But those that do, will probably offer:
Collision: Covers your scooter for damages resulting from a collision.
Liability: Protects you against major medical costs if say you hit a pedestrian or bicyclist.
Medical: Covers your medical costs sustained in a scooter accident.
Just like cars and motorcycles, scooter insurance rates are be based on various factors, including:
Size of engine (as explained above).
Use of anti-theft devices.
Weekly mileage.
Scooter-related statistics in your area.

 If, for example, you live in a city with a high scooter-accident rate, your premiums will be higher.

Summary

Repeals the term "motorized bicycle" and replaces the term with "moped". Authorizes the bureau of motor vehicles (bureau) to adopt rules concerning certificates of title for mopeds. Provides that a moped operated on a highway must be registered with the bureau, with a registration fee equal to that of a motorcycle. Provides that a moped is subject to county motor vehicle excise surtax and motor vehicle excise tax. Requires that certain funds received from the registration of a moped be deposited in the motorcycle operator safety education fund. Provides that a moped may not be operated when carrying more persons than the moped is designed and equipped to carry. Provides that a moped operated on a county highway must display a slow moving vehicle emblem. Requires the operator of a moped to obey all applicable motor vehicle laws. Provides that a moped must be operated in the right-hand lane, except when making a left-hand turn. Creates a moped license, sets fees for the issuance and renewal of a moped license, and requires the operator of a moped to hold a moped license or another driver's license to operate a moped. Specifies that a moped license may not be suspended or revoked for certain reasons and that a moped license may be issued after other driver's licenses have been suspended or revoked. Requires a dealer who sells at least 12 mopeds a year to register as a dealer with the secretary of state. Requires the operator of a moped to have proof of financial responsibility in effect on the moped. Requires certain individuals to file accident reports after an accident involving a moped. Repeals the term "motor scooter". Makes conforming changes. Makes technical corrections. Repeals outdated language concerning a study topic of the joint study committee on transportation and infrastructure assessment and solutions.

Rules of the road could change for moped drivers

The rules of the road could change for people on mopeds in Indiana.

On Wednesday, Indiana lawmakers will start debating a new law that would require a license to drive a moped.

Any given day you may see a handful of mopeds on the streets of Evansville. Right now, moped operators in Indiana don't need insurance. They don't even need a license.       But this bill would change all that. House Bill 1523 sets strict rules for using mopeds. It creates a new moped license. Mopeds would have to be registered and users would have to pay registration fees and state and county taxes.   You'd have to have proof of insurance, just like drivers do.       This bill still has a long way to go, but for some it's the right idea.

"A lot of younger kids that are getting on them and they're not really watching out. It's not really them all the time. It's traffic can't see them either, so I think you should have some kind of license to operate one of them," said Wyatt Miller, who is in favor of the bill.

"I think it's good that they don't. It gives people opportunities that are in recovery due to DUIs to actually be able to get out there, get a job, get away to work. People who are just trying to stable themselves and get back on their feet," said Elise Vaughn, who is against the bill.  As that woman mentioned, some people drive mopeds because they've lost their license.       Under this proposal, you still don't need a driver's license, but you would need the new moped license.   Lawmakers are expected to hear the bill on Wednesday.
